The Grant Process

The Governor's Crime Commission awards state and federal grants to North Carolina law enforcement agencies, governmental bodies and non-profit agencies. Funding priorities and grant award selection are determined annually, and GCC staff host workshops to support grant writing and grant management.  

Changes to Our Process

The State of North Carolina has posted a notice of text and public hearing to amend 14B NCAC 05B .0201 and .0501. The proposed amendments will remove the grant application period, application deadline and application requirements to more closely align with federal grant application cycles, while also authorizing the DPS secretary to waive Subchapter 05B rules not statutorily required.

The online EBS External Access Request Application requires users to have an NCID, which is a unique account that allows the general public and government employees to access state services and resources online.

If you don't have an account, follow these steps to register:

  1. Access the NCID web portal at https://ncid.nc.gov/
  2. Select “Register!” in the bottom right-hand corner of the login screen
  3. Select the Type of Account you will require
  4. Complete the application, which should take less than 15 minutes

Users cannot share NCID’s. Each individual requiring access must have a unique NCID.

The general public must confirm their accounts within three days, or the registration will expire. It will also expire if you do not use it within 18 months.  State government employee accounts will be removed if not confirmed within 14 days.

To gain access to the EBS system, users must have an NCID be approved by GCC and EBS security staff.  The sections below give more information on accessing EBS.  It is recommended that organizations have no more than four (4) authorized users.

If you require access to the GCC Grants Management to create or review an application, or to manage or view an existing awarded grant, you will need to request access by following the steps below:

  1. Access the online EBS External Access Request Application
  2. Provide the details required by the form and submit. (See sample, below)
  3. Your authorization will be processed over the next 48 business hours.  If approved, you will receive a “WELCOME TO THE GCC ENTERPRISE BUSINESS SYTEM” email from sapacct@ncdot.gov.  EBS Support should only be contacted after you have received this email.  Please make sure your email spam filter is not blocking the email address.

(EBS External Access Request Application)

SAM (System for Award Management) registration is required for all applicants and has taken the place of registration in CCR (Central Contractor Registration).  If an applicant had an active record in CCR, that applicant has an active record in SAM. Applicants not previously registered in CCR should register in SAM prior to applying for a grant through the Governor's Crime Commission. 

Agencies must be a unit of government or a non-profit corporation.

GCC operates on a reimbursement basis, so agencies must have sufficient operating funds in place to cover a minimum of 60 days.

Grantees will be required to submit monthly financial statements (cost reports) along with supporting documentation in order to be reimbursed.

In addition to the reports submitted to GCC, non-profit grantees must file annual financial and program performance reports to the N.C. State Auditor's Office through the Grants Information Center (GIC).

Most GCC funding sources require an agency match which must be used to support the project and must supplement funds that would otherwise be made available for the stated program purpose.

Grantees must comply with federal rules including but not limited to:

  • Equal Employment Opportunity
  • civil rights requirements
  • privacy act
  • Freedom of Information Act
  • confidentiality of client/victim information
  • other statutory regulations as required by the specific grant source

Assessments may be required for some agencies to determine if internal policies and procedures (i.e. accounting, internal controls, personnel) are adequate to manage federal or state grant funds.

For non-profit start-up projects, funding restrictions may be imposed, cash match and/or pass-through a governmental agency may be required.

Periodic programmatic reports will be required from all grantees.

On-going grant monitoring, such as desk reviews and site visits will be made during the life of the funded project.
