Laura Howard
Laura Howard was appointed as the general counsel for NCDPS in January 2022 and oversees the office that provides legal advice and support to each division within the department. Prior to joining state government, Howard served as a federal prosecutor in the U.S. Attorney’s Office in the Eastern District of North Carolina for over six years. She also spent six years as a senior litigation associate at an international law firm in Washington, D.C., and clerked for federal district court Judge David Alan Ezra of the U.S. District Court in Hawaii.
Howard earned her Juris Doctor from Harvard Law School and holds a bachelor’s degree from the University of North Carolina at Chapel Hill.
