Tropical Storm Chantal

Tropical Storm Chantal brought flash flooding, riverine flooding, damage to roadways, power outages, and damaged public works infrastructure. The damage was primarily focused in Central North Carolina. 

State Individual Assistance is available for Orange County, Durham County, and the surrounding counties of Alamance, Caswell, Chatham, Granville, Person, and Wake. Homeowners, renters, and business owners in primary counties of Durham and Orange as well as the adjacent counties of Alamance, Caswell, Chatham, Granville, Person and Wake, which are eligible for both Physical Damage Loans and Economic Injury Disaster Loans (EIDLs) from the SBA. Eligible homeowners and renters may borrow up to $500,000 for repair or reconstruction costs for their primary residence. Loans of up to $100,000 are available to cover expenses related to damaged or destroyed personal property, including clothing, furniture, cars, and appliances. Eligible businesses and nonprofits may borrow up to $2 million to repair or replace property including real estate, inventory, and equipment.

Applications for SBA disaster loans may be submitted online using the MySBA Loan Portal at https://lending.sba.gov or other locally announced locations. Contact the SBA’s Customer Service Center by email at disastercustomerservice@sba.gov or by phone at 1-800-659-2955 for further assistance. People who are deaf or hard of hearing or have a speech disability can dial 7-1-1 to access telecommunications relay services. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

Public Assistance

On September 11, 2025, the State of North Carolina was granted a FEMA Major Disaster Declaration for Tropical Depression Chantal, DR-4889-NC. Eligible categories of work for this declaration are:

Request For Public Assistance

The deadline to submit a Request for Public Assistance (RPA) for the declaration for Tropical Depression Chantal is October 11, 2025, and will be done through FEMA’s Grants Portal.

  • Applicants need to make sure they have access to FEMA’s Grants Portal. If you do not, please reach out to your State Grants Manager for assistance. If you do not know who your Grants Manager is, please refer to the area map.
  • Once in Grants Portal, please locate DR-4889-NC and choose to complete an RPA.
  • Once your organization has been approved, you will be contacted by a FEMA Program Delivery Manager to schedule a Recovery Scoping Meeting.  During this meeting you will discuss your eligible costs and next steps.
  • If you are new to disaster work or are looking for a refresher in Grants Portal training, please send an email to pahotline@ncdps.gov, with the subject reading “Grants Portal Training Request.”
    If you have any questions about your RPA, please contact your Grants Manager. Please ensure that you have all documents needed for submission, as you will not be able to go back once you’ve started. You will need:

Reminders

  1. After your request for Public Assistance has been approved in Grants Portal, you will need to log into EM Grants to complete the funding agreement.
  2. DO NOT use any Cost-Plus contracts, as they are not allowed by FEMA for funding.
  3. Time & Materials contracts may be used in exigent situations and must have a ceiling cost. Once the emergent work has been completed you will need to stop and follow your procurement policy.
  4. Requests for Public Assistance Preliminary Damage Assessments should be submitted as per standard procedures.
  5. It is recommended that applicants create and organize folders on their desktop for the disaster, and begin tracking management costs per person, date, number of hours and what was worked on during that time. If needed, your State Grants Manager can provide an example.
  6. For the Tropical Depression Chantal declaration, the minimum project threshold is $4,000.00.
  7. The new Large Project Threshold is $1,062,900.01. All projects below this amount will be considered small projects. If your obligated small project was based on estimates, and the actual final costs are over the obligated amount, we will need to perform a small project netting to add any potential additional funds. To do this, all small projects must be completed prior to request, and all backup documentation will be required for all small projects.
