There is no set deadline at this time and NCEM-HM intends to submit town/county HMGP grants as they are reviewed and deemed to be complete.

Now accepting Letters of Interest for Infrastructure Projects with a strong hazard mitigation element. This intake process coincides with BRIC2024 and the LOI deadline is December 20, 2024.

Priorities for DR-4617-NC

Primary Priorities:

Mitigation projects located in the counties declared as disaster areas (Ashe, Avery, Buncombe, Graham, Haywood, Jackson, Madison, Mitchell, Transylvania, Watauga and Yancey)

Residential Mitigation

  • Acquisition (Buyout)
  • Elevation (Home raising)
  • Mitigation Reconstruction (Demo/Rebuild)

Secondary priorities:

All other projects statewide

5% Initiative Projects

  • Generators
  • Early warning systems/stream gauges
  • Community storm shelters

7% projects

  • Planning related activities

Communiy based infrastructure projects designed to make communities more resilient pre- and post disaster as well as designed to prevent damages to homes and businesses

Residential Mitigation

  • Mitigation Reconstruction (Demo/Rebuild)

Secondary priorities:

5% Initiative Projects

  • Generators
  • Early warning systems/stream gauges

We are no longer accepting Letters of Interest (LOIs) for DR-4568 Hurricane Isaias.

LOIs are submitted from qualified sub-applicants for properties to consider and evaluate for inclusion in the State’s Hazard Mitigation Grant Program (HMGP) application submission to FEMA.  Eligible sub-applicants are local governments with a FEMA and NCEM-approved and adopted Regional Hazard Mitigation Plan.  

The deadline to submit letters of interest using the EMGrants Portal has passed, however, based upon funding availability, projects may still be considered for funding for this disaster through September 3, 2021.
