Emergency Management Recognizes Graduates from N.C. Certified Public Manager Program

North Carolina Emergency Management employees Corey Johnson and Callion Maddox graduated Oct. 5 from the state’s Certified Public Manager Program completing a 16-month program designed to enhance leadership skills that increase effectiveness and efficiency of state and local agencies.

“Strong leadership is necessary to the success of any agency, and I commend Mr. Johnson and Mr. Maddox for enriching their skillset to better serve the people of North Carolina” said state Emergency Management Director Mike Sprayberry. “Constantly striving to improve their capacity to manage their respective teams reflects the dedication, talent and strength of these capable managers.”

As the deputy chief of planning and homeland security for the agency, Johnson manages a staff of 23 and oversees various programs including: meteorology, hazardous materials, radiological emergency preparedness, grants management, critical infrastructure protection and strategic planning. Johnson resides in Willow Spring with his wife and son.

Maddox is the homeland security grants branch manager for NCEM overseeing a staff of four and distribution of funds. He manages approximately $38 million in federal homeland security funds that are used for planning, protecting, responding, recovering, mitigating, and training for natural hazards and manmade threats to the state and its residents. Maddox, formerly of Charleston, S.C., lives in Raleigh with his wife.

To complete the Certified Public Manager Program, participants must complete 300 hours of course work and a service delivery improvement project within their organization.

The Certified Public Manager Program began in 1981 and is designed to increase the effectiveness, efficiency and productivity of state and local agencies by improving the leadership abilities of employees in management positions. The Certified Public Manager designation is granted by the authority of the National Certified Public Manager Consortium, which has reviewed and accredited the North Carolina program.
