FEMA Voluntary Agency Liaison Mission:
The Voluntary Agency Liaison Mission is to establish, foster, and maintain relationships among government, voluntary, faith based, and community partners to strengthen capabilities and support the delivery of inclusive, equitable services by empowering communities to address disaster related unmet needs.

NCVOAD - North Carolina Voluntary Organizations Active in Disaster is an affiliate of National Voluntary Organizations Active in Disaster (NVOAD) and consists of both locally based organizations and local representatives of National organizations.

LTRGs and COADs - Long Term Recovery Groups and Community Organizations Active in Disaster work within the state VOAD structure at the local level. LTRGs typically provide assistance with home repair and rebuilding, provision of furniture, furnishings, and appliances as well as financial and legal advice and counsel. COADS provide coordination of services to ensure that unmet needs are addressed, provide financial assistance and supplies, and to share knowledge and resources with local residents during a disaster.

NC-FIMAN - NC Flood Inundation Mapping and Alert Network provides rain and stage gauge data, flood inundation maps, flooding impacts and alerts in real-time to support risk-based decisions regarding flooding.

NC Vendor Portal System - The (NC BIDS) is a new feature of the NC Interactive Purchasing System (IPS) that enables vendors to respond to specified solicitations electronically. Vendors interested in doing business with the state must be registered in the NC Vendor Portal System.
Training Opportunities

NCEM TERMS - NC TERMS is the state's Training, Exercise & Response Management System. Emergency Management training is offered to local emergency managers and first responders. Funded by state and federal grants, the training includes subjects such as injury simulation, public policy, damage assessment, debris management and decision making in a crisis.

FEMA Trainings - FEMA’s Emergency Management Institute (EMI) offers self-paced courses designed for people who have emergency management responsibilities and the general public. All are offered free-of-charge to those who qualify for enrollment.

SBP E-Learning - With the tremendous support of donors, volunteers and corporate partners, the SPB organization has grown from a three-person volunteer team into a national organization headquartered in New Orleans, and recognized as a leader in disaster resilience and recovery, with a mission to shrink the time between disaster and recovery. With operations nationwide, it rebranded in 2016 changing its name from St. Bernard Project to SBP.
