The ability to communicate during an incident and/or event is paramount to the success of the operation and to the safety of the citizens of North Carolina. North Carolina Emergency Management’s (NCEM) goal is to support any entity in North Carolina that shares the following goals during the preparation or response to incidents and/or events:
• Emergency Alerts in order to keep the public informed
• Interoperability between first responders and supporting agencies
NCEM coordinates, and in some cases, authorizes the above activities. NCEM communications personnel consist of the following:
• Communications Branch Manager
• 24-Hour Watch Manager
North Carolina contains numerous specialized teams and personnel that can react to a wide variety of communications challenges. Some of these resources are described in the Interoperability section.
