Licenses

A license is typically issued to a sole proprietor or an individual in a management position with an alarm systems firm who meets the minimum experience requirements to qualify for a license.

To operate lawfully in N.C., an alarm systems firm must employ at all times at least one license holder who is designated as the qualifying agent.

General requirements:

  • At least 18 years of age with a high school degree or equivalent.
  • A US citizen or a resident alien.
  • Of good moral character with temperate habits.

Experience requirements:

Burglar Alarm Experience - Applicant must establish to the Board's satisfaction two years' experience within the past five years in alarm systems installation, service or alarm systems business management. If the applicant cannot establish this experience, no more than one year prior to the application date, the applicant must complete the Certified Alarm Technician Level I course offered by the National Electronic Security Association, Elite CEU's online training course, or Complete Electrical Academy's Level I training course.

Low Voltage Experience - An applicant or an employee of the company in which the applicant intends to do business, must hold a North Carolina Electrical Contractors License in one of the following categories: Unlimited, Limited, Intermediate or SP-Low Voltage. If the applicant does not hold one of the above licenses or the company does not employ an individual with one of the above licenses, the applicant should contact the N.C. State Board of Examiners of Electrical Contractors at 919-733-9042 to apply for one of the above licenses.

 

Qualified applicants who wish to obtain a Burglar Alarm License should print the indicated application forms and then submit the following to the ASL office:

  • Complete the online application using the button below.    
  • One completed Federal Bureau of Investigation Form FD 258 fingerprint card. (All data must be complete, accurate and readable.)

  • A digital photograph will need to be uploaded with your application. The photograph must be current with no caps or hats being worn.  Paper photographs, polaroids’ and other similar types of photos are not acceptable.
  • Proof of high school graduation, general education certificate or proof of graduation from an accredited college or university. (Document must be uploaded during the application process)
  • Documentation verifying legal resident alien status (if not a US citizen). (Document must be uploaded during the application process)
  • DD 214 (if veteran or discharged).  If you are currently in the military, you must submit a letter from your commanding officer. (Document must be uploaded during the application process)
  • A $150.00 non-refundable application fee and an additional $38.00 fee for an SBI/FBI fingerprint check will be payable upon the completion of the online application.
  • A copy of your company’s current North Carolina Electrical Contractors license. (Document must be uploaded during the application process)
  • Applicants must sign two release statements. A signed and notarized ASL release of records form provided by this office.  In addition the applicant must sign the SBI release of records information form. (Document must be uploaded during the application process)
  • All applicants must obtain a criminal record check for the past sixty (60) months. All criminal records must be obtained from https://crclicensing.com/site/ppsb. You must order your criminal record via the internet. For any additional questions, call 1-877-272-0266, ext. 1029. 

    During the criminal record check process, you will be required to submit personal references.

  • Every business entity must obtain a company business license to engage in an alarm systems business within North Carolina.  There is no fee for issuance of the company business license.  The only business that is exempted from the rule is a sole proprietorship where the owner is the licensee. Attach the proper forms either the Certificate of Authority from the North Carolina Secretary of State if out of state corporation or a copy of your Articles of incorporation if it is a North Carolina Corporation. Complete company business application, if applicable. (Document must be uploaded during the application process)

Application for Company Business License

License renewals are completed online via the Permitium license dashboard. If you need assistance obtaining your username or password to access the dashboard, please send an email to ppsm@ncdps.gov and include your name, license number, company name, and the name of the company’s qualifying agent.

Once logged in to the dashboard, please click on “Company” at the top of the page and select “Licenses” from the drop-down menu. From the licenses page, click the blue “Actions” tab and select “Renew” for the license you wish to renew.

A criminal record check completed within the last 90 days that covers the previous 24 months is required for all license renewals. The background check is completed online at crclicensing.com. The background check can take several days to complete, so please plan accordingly. When the background check is complete, crclicensing.com will provide a “token” that must be copied and pasted into the online license renewal application.

All licensees are required to submit the following documents with the renewal:

  • Proof of six hours of continuing education completed within the last two years
  • Copy of a valid N.C. Electrical License
  • A recent head-and-shoulders photograph (.jpeg format)
  • Proof of valid liability insurance

All license renewals cost $500, plus fees. An additional $100 fee applies to late license renewals.

Each licensee must complete at least six hours of continuing education (CE) training during each two-year renewal period. Registered employees are required to complete three hours of CE training during each renewal period

Also, the Board has determined that any application for a new registration, where the employee has been registered for any time period during the previous two years, will also require submission of the CE certificate prior to issuance of the new registration. This does not apply to transfer or duplicate applications, since the expiration date of the registration period remains the same.

While all licensees must complete the CE training, these requirements only apply to registrants who are engaged in installation, service, sales or monitoring of alarm systems (as per Rule 11 .0501). Some employees who are required to be registered, such as those in clerical/secretarial positions, will not be required to complete the CE credits. Upon submitting a registration renewal to the ASLB offices, the licensee or designee must indicate that the registrant is not engaged in installation, service, sales or monitoring of alarm systems and is not required to complete the CE.

For Continuing Education credit, licensees or registrants must:

  • Attend a Board-approved CE course.
  • Sign the ASLB Attendance Roster upon arrival at the training class site.
  • Obtain a CE Attendance Certification from the instructor upon completion of the class.
  • Attach the Attendance Certification to the license/registration renewal form and submit it to the ASLB office when renewing the license or registration.

To obtain Alarm System Licensing Board approval of Continuing Education courses:

  • Download an application for CE course approval or obtain one from the ASLB office.
  • Submit the completed application and course outline to the ASLB office.
  • The Board's CE subcommittee will review the course to determine if it is pertinent to the industry, and if it meets its stated objectives.
  • These findings will be reported to the Board's Education & Training Committee, which will then recommend to the full Board to accept or deny course approval.
  • If approved, the course is assigned a number and the course sponsor is sent a notice of approval (courses will be approved for four years).
  • Once the class is scheduled, the sponsor must notify the ASLB Secretary. The sponsor will then be sent an Attendance Roster and a Course Attendance Certification. At the end of the course, the instructor must provide an Attendance Certification to all persons completing the class.
